Position Description
The Policy and Standards Branch Manager supervises a team of professional, technical, and administrative staff engaged in transportation engineering work. This leadership role is part of the Traffic Engineering Section within the Traffic Safety Division.

As a recognized expert in transportation and traffic operations, the Branch Manager provides strategic guidance and technical direction to ensure the development and implementation of effective policies, standards, and practices.

Key Responsibilities:

– Lead and manage personnel performing transportation engineering tasks.
– Oversee the development and application of traffic engineering policies and standards.
– Ensure compliance with applicable federal and state laws, regulations, procedures, and guidelines.
– Serve as a subject matter expert in traffic operations and safety.
– Collaborate with governmental agencies, private entities, and contractors.
– Maintain accountability for high-quality work products with minimal supervision.

Essential Duties:

Oversees the development of traffic engineering policies, procedures and standards in areas such as pavement markings, sign installation and maintenance, and work zone traffic control, while utilizing available resources and maintaining the agency’s project objectives.

Oversees the development of traffic engineering related documents, correspondence, and reports such as Work Zone Traffic Control Review Team reports, traffic engineering manuals, and research reports.

Oversees the development of traffic engineering training courses or materials.
Drives and travels to project or work locations to make on-site engineering reviews, analyses, tests and to provide technical support.

Evaluates performance of new transportation products for potential inclusion in Qualified Products List or the Compliant Work Zone Traffic Control Device List.

Interprets manuals and required guidelines for traffic operations to include the Texas Manual on Uniform Traffic Control Devices and the Standard Highway Sign Designs for Texas book.

Makes presentations and represents TxDOT at meetings, workshops, training sessions and conferences.

Reviews literature, technical data, material specifications and procedures.

Updates, reviews, monitors, or reviews requests for changes to traffic engineering manuals such as the Sign Crew Field Book, Sign Guidelines and Applications Manual, and Freeway Signing Handbook.

Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in engineering or related science bachelor’s or higher degree accepted by TX PELS.

Experience:

4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

Safety Impact Certificate
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
